"If we do get a business and we're going to use TIF as a tool there, then we need it to be in the city," the chair said during the discussion.
The chair noted annexations require three readings and that this session counted as the first reading; the council did not take final action on annexation at this meeting. The item will appear on subsequent council agendas for the required second and third readings if it proceeds.
