Charter committee moves to formalize city manager evaluations and HR standards

Commissioners debated how much of personnel policy should be in the charter and how much should be left to council ordinance and city manager implementation.
Chair described proposed additions to Article 402–403 to strengthen the personnel system and to require the council to establish employment expectations, training standards and documented performance reviews. On city manager selection, the commission endorsed adding a provision that "selection criteria for this position shall be documented and all candidates will be scored against this criteria to facilitate a fair and objective selection process."
On performance, Chair read proposed language that "the performance of the city manager shall be assessed by the city council twice per year using a documented set of performance expectations that include financial and capital performance, personnel management and employee morale, compliance with code of ethics, community engagement, counsel and employee feedback." Members clarified the evaluation criteria should be established at the start of the evaluation period and agreed to insert wording to that effect before finalizing text.
Commissioners split on whether the charter should include operational detail (training standards, performance processes) or simply require the council to adopt those standards by ordinance; the city attorney/ staff advised that many implementation details are appropriate for ordinance or internal policy rather than the charter itself.
