Board OKs up to $3,000 to update fire-station plans for CIF grant application

The Willington Board of Finance approved a motion on May 21 to release up to $3,000 from committee funds to update planning drawings and pricing with QA & M to support a Community Investment Fund (CIF) grant application for an emergency-services facility project.
The First Selectman, describing a May 4 guidance meeting with the state Department of Economic Development, said the CIF program offers both planning and construction channels and recommended the town consider applying for planning or construction funds for a potential station at 25 Old Farms Road that the Willington Hill Fire Department already owns. “It’s only an application. It’s not a commitment,” the First Selectman said, describing the application as a way to tell the project’s story and demonstrate preparation.
Committee members noted a concurrent mold-remediation project at 426 River Road carries an existing federal CDS grant and therefore cannot be double-funded; they emphasized the QA & M expense would update 2023 drawings and language in the cover letter to align with CIF requirements without locking the town into a single project. The First Selectman said the CIF round required the town to finish the application in the first week of June and stated a June 5 deadline for submission.
Vice chairman Ralph Tulis and other committee members voiced support for the not-to-exceed $3,000 expenditure as a reasonable investment to prepare an application. A motion to approve the request passed in a voice vote with a recorded 4–0 tally.
The board and Emergency Services Facilities Building Committee also promoted a public forum to present the facility study and gather public input; committee members urged getting the event listed on the town calendar and noted the forum flyer listed the 28th. The next steps are finishing the QA & M updates, completing the CIF application by the stated deadline, and conducting the planned public outreach sessions.
