Fairfield council adopts stormwater, fee and recreation-board ordinances and approves consent agenda

Fairfield Township Mayor Galise and the council adopted three ordinances and approved a broad consent agenda at their Feb. 24, 2025 meeting, while also certifying funds to pay outstanding bills before adjourning to an executive session on personnel.
The council unanimously adopted Ordinance 2025-04, amending Chapter 42, Section 10 of the township code on stormwater control; Ordinance 2025-08, which updates various township fees; and Ordinance 2025-09, which amends provisions governing the Board of Recreation Commissioners. No members of the public spoke on any of the three ordinances during the required second-reading public hearings. The votes were recorded as ayes by Council President Keith Campisi, Councilman Michael McGlynn, Councilman Safeli, Councilman LaForgia and Mayor Galise.
Why it matters: The stormwater ordinance affects local requirements for managing runoff and may affect permitting and development; the fee schedule update changes how the township collects certain service fees; and the recreation-board amendment updates local governance for parks and programs.
On the consent agenda, the council approved a series of administrative, finance, public-safety and public-works resolutions. Notable items included an authorization for a fixed-asset audit and re-tagging with A Claim Inventory LLC for $3,400; repair of Fire Department engine No. 2 by Stewart Stevenson Power for $1,621.23; training and licensing purchases for Fire/EMS (including a $1,995 EMS training authorization and a $2,390.96 learning platform purchase from Lexipol LLC); and authorization to award the 2025 fireworks display contract to Garden State Fireworks for $19,000.
Police department items on the consent list included acceptance of Officer David DeCarlo's resignation and authorizations for medical supplies and pre-employment physicals for two new officers. The council also authorized a maintenance contract for the 911 telephone system and multiple other routine purchases and raffle approvals for local fundraising events.
Finance action and bills: The township's chief financial officer, Mr. McCluskey, certified the availability of funds. The council moved to pay the township bills; the agenda singled out bill number 25,00280 in the amount of $4,410,421.62 for separate handling. The council approved payment motions by roll call.
The mayor announced the council would adjourn into an executive session to discuss personnel matters; the council adopted a resolution to exclude the public under the Open Public Meetings Act and moved into closed session.
The council's next scheduled meeting is March 24, 2025, at 7 p.m. in the council chambers.
