The Village of Ruidoso on Nov. 10 approved a task order worth $611,330.78 with Bohannon Houston Inc. to provide engineering services for flood‑damaged infrastructure, including roadways, culverts, erosion control measures and retaining walls across a group of 27 FEMA packages.
Logan, a Bohannon representative, said the firm will prepare three to four bid packages to promote competition and intends the packages to be ready for contractor bidding by late July of next year. Dennis Dukes, the village’s FEMA consultant, explained the packages were formed around damage assessments and noted the work generally covers damaged segments of roads rather than entire routes.
Councilors pressed staff about the long timeline and how additional storm events might affect design scope. Staff said survey work and close coordination with FEMA and the state will be required; they noted prior experience where an approved task order was amended after additional flood damage was identified and re‑inspected by FEMA.
Village staff told the council the projects are 75% federally reimbursable, with the local 25% match expected to be drawn from a village appropriation created for flood recovery (SB31 funds). Council approved the task order by roll call.
Next steps: Bohannon will complete survey and design work, issue bid packages by summer, and coordinate design reviews with FEMA; staff will track grant draws and state/federal reimbursements as projects move to construction.
