Criminal Justice Coordinating Committee hears Treatment Court progress, presses for more referrals

At its Feb. 4 meeting in the Justice Center, the Green County Criminal Justice Coordinating Committee heard an update on the county’s Treatment Court program from AODA Supervisor Bob Gibson. Gibson reported progress in the Treatment Court for November, December and January and described steps to implement a new phase-structure consistent with All Rise guidelines.
The update outlined four operational points: the program’s recent month-by-month progress; adoption of a new phase structure for participant progression under the All Rise model (noted as in place as of January 2026); a continuing shortfall of eligible referrals; and a possibility of reuniting with Lafayette County in the next grant cycle, which staff would begin preparing for around September. Gibson led the discussion of referral obstacles, saying many potential referrals do not meet TAD eligibility criteria — including required residence in the service area, exclusions for dealers, and exclusion of violent offenders — and that these eligibility rules are constraining caseload growth.
Committee members did not take formal action on program structure or on the proposed intercounty reunion during the meeting; Gibson framed the Lafayette County possibility as an item for grant planning. He said staff will begin work on a new grant application about September and that initial planning has considered implications for housing Green County’s current inmates if intercounty arrangements change.
Votes at a glance: the committee approved the Nov. 5, 2025 minutes on a motion by Committee member Isaiah Carlson, seconded by Committee member Joni Marty (carried by unanimous voice vote). The meeting was adjourned on a motion by Sheriff Cody Knable, seconded by Craig Nolen (carried by unanimous voice vote).
The committee set its next meeting for Wednesday, May 6, 2026, at 3:30 p.m.
