Butner council approves zoning changes, contracts and appointments in busy meeting

Zoning text amendment TA.24005 Staff explained a three-part text amendment to Article 6 of the Land Development Ordinance to (1) clarify that planned unit developments are not required to be mixed-use (change 'and' to 'or'), (2) clarify gateway/district language where multiple floating districts exist, and (3) clarify how prevailing setbacks are calculated (use average neighboring setbacks and address corner-lot and non-single-family adjacency rules). After a short public hearing, Council member Branch moved approval; Council member Shank seconded and the motion carried.
Concept plan at 209 Central Avenue A concept plan for a restaurant/retail development at 209 Central Avenue (property owned by American Hero) was reviewed; C3 Design & Engineering representative Daniel Fenton described design adjustments and the applicant’s commitment to meet landscaping requirements. Council approved the concept plan.
Timber-harvest sales contract Parks/forestry staff reported the highest bid for a planned timber harvest was $802,265 from Tony Lumber Co.; staff recommended awarding the contract and permitting reasonable schedule extensions to accommodate seasonal access constraints. Council approved awarding the harvest contract and authorized the town manager and town attorney to finalize the agreement.
On-call engineering services: Kimley‑Horn Council authorized a three‑year on‑call engineering contract with Kimley‑Horn to add the firm to the town’s roster; staff noted prior work Kimley‑Horn performed for the town (Gateway plan, greenway design) and stressed that award does not guarantee work without subsequent funding approvals.
Rogers Point speed-limit concurrence The council adopted a Certificate of Municipal Declaration requesting NCDOT concurrence to set a consistent 25 mph speed limit throughout the Rogers Point subdivision (a NCDOT-maintained street where posted limits were inconsistent). Council approved the certificate by motion.
Appointment to South Granville Water and Sewer Authority Council member Judy Cheek was appointed to fill the town’s vacant seat on the South Granville Water and Sewer Authority Board; her term runs through November 2025.
Votes and next steps All items listed above were approved by the council during the meeting. Staff noted that execution of contracts, final project designs and permit work will proceed as funding, scheduling and permitting are confirmed.
