Willington committee recommends Langan for Phase I environmental study at 111 River Road

The Willington School Building Committee on March 16 recommended that the Board of Selectmen enter into an agreement with Langan to conduct a Phase I environmental site assessment for the All School property at 111 River Road in Willington.

Chair (S1) said the town’s prior Phase I report dates to 2022 and that “this is a mandated requirement as a part of the grant application,” so an updated assessment is necessary for any forthcoming grant pursuit. The chair explained the consultant’s schedule: a draft report would be produced weeks after contract execution, the committee would have a comment period, and the consultant would then issue a final report.

Committee members pressed for clarity about turnaround times and site access. Committee member (S3) asked when comments would be due; Chair (S1) replied the draft is due within three weeks of contract authorization and that the committee should be able to return comments within about a week. Chair (S1) also said the owner-information form and a site walk would be coordinated through the project manager and Colliers so the consultant could access the property.

Chair (S1) moved that the committee recommend the Board of Selectmen enter into a contract with Langan; Committee member (S4) seconded the motion. Chair (S1) conducted a roll-call and recorded a unanimous recommendation to the selectmen.

The committee noted the ESA update is needed to support grant applications and that, as part of due diligence, they may revisit alternative properties in coming weeks. The recommendation is advisory — the Board of Selectmen must formally approve and execute any contract before work begins.
