Willow Park council approves $400,000 TxDOT Green Ribbon agreements and maintenance commitment

The Willow Park City Council approved resolutions giving the city authority to enter an advanced funding agreement with the Texas Department of Transportation for a $400,000 Green Ribbon beautification project and separately approved a TxDOT landscape maintenance agreement.
McCarley, the parks director, said the grant is a reimbursement award for design and construction work on the I‑20 frontage road from Micos Road to east of Micos Road, and the city has hired Westwood to assist with design. 'The project estimated cost is $400,000 and TxDOT is responsible for the entire amount,' McCarley said, but he warned that 'any cost overruns are 100% the responsibility of the city.'
The landscape maintenance agreement requires the city to irrigate, maintain plantings, and pay any utility costs for the landscaped right‑of‑way. Staff said they will coordinate with design consultant Westwood and will install meters and other infrastructure as part of the project. Council voted to approve both the advanced funding agreement and the TxDOT landscape maintenance agreement.
Council members asked about maintenance cost estimates; the parks director said those figures were not yet available but that the infrastructure to bring water to the site is included in the project budget. The projects are subject to TxDOT timelines and reimbursements; the city will be responsible for long‑term maintenance costs and any budgetary overages.
