Sugar Grove board approves short‑term bridge IGA after trustee objects to IDOT paperwork

The Sugar Grove village board on May 19 approved an intergovernmental agreement with the Sugar Grove Township Road District to assume short‑term maintenance responsibilities for the Hanus Road bridge while the Illinois Department of Transportation completes reconstruction work.

President Stilwell framed the action as necessary to meet an IDOT funds‑letting deadline and to avoid leaving the bridge in disrepair. Trustees voted to authorize the IGA after an extended debate over timing and the exact language tying the village’s responsibilities to IDOT’s commitments.

One trustee objected sharply, saying the board was moving too quickly and that IDOT’s paperwork had not been updated to match recent email assurances. “I’m vehemently opposed to signing this IGA tonight,” the trustee said, urging that IDOT incorporate agreed terms into the formal letter of intent before the village agreed to assume any maintenance role. That trustee said the current draft could unfairly obligate village resources and asked that IDOT’s attorney correct the form documents before approval.

Supporters of the IGA said delays could leave residents exposed to safety risks from potholes and other failing bridge elements and noted IDOT had signaled it would proceed with phase‑two engineering if the LOI and related paperwork were not in place. Village staff said the LOI and IGA materials include exhibits and an attorney’s two‑page letter that the village will attach to the signed packet; President Stilwell said she would sign the LOI concurrently with the road‑district signatures to ensure the village obtained the intended protections.

Village staff emphasized the agreement is limited to short‑term maintenance and routine activities — pavement marking, minor surface repairs and similar wearing‑surface responsibilities — until IDOT completes reconstruction and the agreement terminates upon construction start. Trustees asked staff to incorporate the email assurances and to confirm that IDOT will cover structural elements such as bridge joints.

The board approved the resolution on a roll call with multiple ayes and one recorded no vote. The village president and staff said they will continue to press IDOT to align the LOI and the IGA text and will coordinate a memorandum of understanding to return for further review.

Next steps: the village president will sign the IGA and the accompanying LOI so the project can meet IDOT’s letting schedule; staff will continue to seek clarified written commitments from IDOT and will return any amended memorandum of understanding to the board for approval.
