Coatesville says FC Delco turf-fields talks stall over scheduling and assignment rights

The Coatesville Area School District and FC Delco continue to negotiate a proposed turf athletic-fields partnership, but talks are stalled over two foundational issues, Superintendent Dr. Barczyk told the board.
"The first issue is who will have preference for the scheduling, use and control of the area," Dr. Barczyk said. "The second issue relates to FC Delco's ability to transfer and assign their anticipated usage rights to outside third parties." He said the parties remain "quite far apart" on those points.
District staff said the proposal requires detailed review of facility access, scheduling priorities, maintenance responsibilities, insurance and indemnification, public safety, long-term operating and capital implications, environmental considerations and financial sustainability. The superintendent said the board, administration, legal counsel and FC Delco are working collaboratively, but that these issues must be resolved before any agreement can move forward.
Board members and the superintendent reiterated a desire for transparency as talks proceed and said they would share information with the community as appropriate; no agreement was finalized on May 26 and no binding contract was approved.
