Marshall County Board approves personnel actions, cites unmodified audit and authorizes land negotiations

The Marshall County Board of Education on April 30, 2026 unanimously approved a slate of routine agenda and personnel actions, heard that the district received an "unmodified" audit opinion from the State Examiners, and authorized Superintendent Dr. Cindy Wigley to enter negotiations to sell and acquire property.
Dr. Cindy Wigley, superintendent, told the board the district completed its annual exit conference with the Alabama Department of Examiners of Public Accounts and "has once again received the best possible audit opinion," adding that "An unmodified opinion was issued on the financial statements, which means that the Board's financial statements present fairly, in all material respects, its financial position and the results of its operations for the fiscal year ended September 30, 2025." She said tests performed during the audit did not disclose significant instances of noncompliance and that the results will be official once presented by the State Examiners.
On motions moved by Mr. Bill Hancock and seconded by Mrs. Laura Byars, the board approved the meeting agenda and the April 9, 2026 minutes by unanimous vote. The body then approved several personnel items by unanimous votes: temporary additional summer duties for five employees (Anthony Barnard, Tony Bolton, James McKenzie, Brad Oliver and Brandon Lyles) at their current daily rates; temporary contracts and summer program personnel including Mark Franklin and Haley Thrower as summer credit recovery teachers at Brindlee Mountain High School (to be paid with local Title I funds, effective June 1–26, 2026) and staff for Douglas Middle School summer camp (site director and teachers as listed in the agenda); a list of resignations and retirements across schools with effective dates as presented; and school nutrition transfers effective July 31, 2026 (including internal moves and a promotion to assistant manager).
The board entered executive session for land sale and acquisition discussions at the superintendent's recommendation; upon returning to open session, Vice President Terry Kennamer moved to resume the meeting and the board unanimously approved a motion to authorize Dr. Wigley to enter negotiations to sell and acquire land "with parameters as discussed in executive session." The motion was moved by Mr. Bill Hancock, seconded by Mrs. Laura Byars, and carried unanimously.
The board adjourned following unanimous approval of an adjournment motion. The minutes record a next meeting time of 4:00 p.m. on May 21, 2026 at the Marshall County Board of Education boardroom.
