Manila updates: sewer lagoon progress, RV dump-station CUP, road milling work and town building renovations

Sunrise Engineering reported sewer-lagoon work is advancing with splitter boxes to be installed and an estimated completion in about four weeks; the proposed RV dump station CUP will be heard by county planners and commissioners in April. The council also approved office renovations and furniture up to $30,000 and described ongoing road millings work.
Mayor Kathi Knight read an update from Sunrise Engineering that construction at the sewage lagoons is progressing well, with MJM planning to install and connect splitter boxes soon and an estimated completion of about four weeks. Once lagoon progress is sufficient, construction will shift to the proposed RV dump station near the airport; the Conditional Use Permit (CUP) is scheduled for Daggett County Planning & Zoning on April 21 and the county commission on April 28. The site plan calls for RV ingress/egress from Airport Road, a loop through the site for dumping, a block wall at the county’s request, a spill response plan, and lighting hours of 6:00 a.m. to 10:00 p.m.
Mayor Knight also reported ongoing road-improvement work using asphalt millings hauled by contract trucks, with grading, watering and compaction steps planned; town staff have been actively working to spread and smooth material with UDOT approval of a grader operator. Public Works will use the new vac truck for watering, then grade and rent a roller to compact the surface.
The council approved completion of interior upgrades to the town building (including ADA restroom improvements and tile in the entryway) and authorized purchasing furniture for the council/conference room and offices per a quote (estimated $28,974) up to a not-to-exceed amount of $30,000 to allow for minor adjustments. Mayor Knight said a public open house will be held after interior work is complete and exterior improvements will begin after July 1.
Separately, Mayor Knight said the town scheduled a meeting with Trona Valley Federal Credit Union, local store representatives, Commissioner Tippetts and Daggett County Treasurer Breanne Carter to discuss opening a limited-hours credit-union branch in Manila; the town invited council members and community input on possible locations.
