Marshall County Board unanimously approves routine business, personnel actions and temporary hires

The Marshall County Board of Education unanimously approved routine agenda items and a series of personnel actions at its April 9, 2026 meeting.
Dr. Cindy Wigley, superintendent of Marshall County Schools, recommended the approvals. The board voted unanimously on motions to approve the agenda and the March 12, 2026 meeting minutes; Mr. Terry Kennamer made the motion to adopt the agenda and Mr. Bill Hancock seconded, and Mr. Bill Hancock moved to approve the March minutes with Mr. Terry Kennamer seconding.
The board approved travel, supplements, additional duties for School Resource Officers (SROs), temporary contracts and several hires. The board approved a travel request for Casey Partain, CNP Supervisor, to attend Hands-on Equipment Training in Duluth, Georgia, partially funded by The Hansen Group. The board also approved supplements for Milinda Giddy and Gavin Ridgway to provide three hours per week of homebound instruction for the remainder of the 2025–26 school year.
Under a Memorandum of Agreement between the Marshall County Board of Education and the Marshall County Sheriff's Department, the board approved two School Resource Officers, Mike Leberman and Chad Swords, to work extracurricular and after‑school activities and be paid an hourly rate for that work. The motion was made by Mrs. Laura Byars and seconded by Mr. Bill Hancock and passed unanimously.
The board approved temporary contracts including Taylor Hogue as a long-term substitute at Brindlee Mountain High School (April 1–May 31, 2026), Karen Rainer as a part‑time counselor at Asbury High School (effective April 13–May 31, 2026), and Jeff Middleton as interim CSFO for Marshall County Schools (effective April 6, 2026). Lists of summer Child Nutrition Program workers and summer camp teachers for June 1–25, 2026 were also approved.
The board accepted multiple resignations and retirements, including Becky Smith (CSFO), Amanda Hollaway (Principal, Brindlee Mountain Elementary), Kim Baird (CNP Assistant Manager), and others, with effective dates noted in the minutes. Internal transfers were approved—Amy Sims and Brandy Gardner will take math coach assignments effective August 3, 2026. New hires approved include Felicia Harding, Brooke Breedlove Lambert, Amanda Moore, Ashley Reaves (pending certification), and Emma Stewart (pending certification) with start dates in April or July 2026 as listed in the minutes.
All motions recorded in the minutes carried by unanimous vote of the board's four voting members: Mr. Bill Hancock, Mr. Mark Rains (president), Mrs. Laura Byars and Mr. Terry Kennamer.
The board set its next meeting for 4:00 p.m. on May 21, 2026, at the Marshall County Board of Education boardroom and adjourned the April 9 meeting by unanimous vote.
