York County assessor proposes ending SAM mapping subscription to save about $6,100; board asks for contract review

York County Assessor Kurt told commissioners he is recommending the county terminate its SAM mapping subscription and consolidate public mapping on Vanguard, a mapping service included in the county's Vanguard package. He said the change could eliminate an annual SAM subscription of about $4,800 and a separate $1,300 charge for a property-record-card link.
"I just couldn't justify spending 4,800 annually or more on mapping while we had mapping too, especially when we're talking about budgets and everything like that," the assessor said, noting that Vanguard now hosts the county's layers and that parcel maintenance agreements with SAM would not be affected.
The assessor explained the county could reallocate savings toward an e-file personal-property module (one-time licensing and first-year maintenance estimated at $5,500) and other Vanguard enhancements. He also said the county must give SAM 30 days' notice to terminate and that SAM is set to renew on or around July 1; the assessor proposed trying to secure a short extension to allow the board time to test Vanguard.
Commissioners pressed for clarity about which public assets remain available only on SAM, especially road assets (bridges, culverts, signs). Staff said those asset layers were transferred but some items are not yet visible on Vanguard or the internal county system (Novo); the roads department can still download data from SAM. Commissioners asked county legal staff to review contract terms and whether a temporary extension or short renewal could be negotiated while Vanguard is tested.
No formal termination vote occurred; the board recessed and instructed staff to pursue contract review and provide additional information to the board.
