The Montgomery Township Board of Supervisors on May 26 awarded the Whistle Stop Park improvement contract to A.H. Cornell & Son Inc., accepting the lowest responsible bid and moving forward with an inclusive playground, six pickleball courts, ADA‑accessible trails and stormwater rehabilitation.
Township Manager Carolyn McCreary outlined the project scope and funding: the township received grants of $250,000 from the Department of Conservation and Natural Resources (DCNR) and $125,000 from the Department of Community and Economic Development (DCED). The low bid opened April 30 totaled $1,071,956 (the award was recorded in the meeting as $1,071,957.94). McCreary said $1.5 million for the project is included in the 2026 capital budget and capital investment plan.
After brief board questions about the base bid and potential unforeseen conditions, Chair Tanya Bamford moved to award the contract to A.H. Cornell & Son; the board approved the motion by voice vote.
Town staff said the awarded contract is for the base scope and that any unforeseen site conditions would be handled per contract terms. Construction scheduling and final grant administration were not detailed at the meeting; staff noted additional project oversight by Gilmore & Associates as the township’s consultant.
