Clay County officials on May 26 presented a condensed Popular Annual Financial Report (PAFR) intended to make the county’s fiscal picture easier for residents to understand. Assistant Finance Director Dylan Averitt described the PAFR as a digestible summary of the county’s 200‑page audit report and walked commissioners through revenue sources, reserves, enterprise funds and recent debt service.
The presentation said property tax remains the county’s largest single source of revenue and noted an approximately $885 million county budget in the last fiscal year. The report also broke out enterprise funds (solid waste and utility collection), investment income (about $18.8 million earned last year) and a future bond debt schedule with annual debt service of roughly $14.1 million through 2039.
Commissioners asked for more detail about the line item labeled “miscellaneous,” seeking a supplemental chart that would show what items — one‑time revenues, donations, sales of fixed assets, and interest — comprise that category. Averitt and Clerk’s staff said they would prepare a supplemental breakdown so commissioners can take it to town halls and answer residents’ questions.
The presentation also included an offer to provide both electronic and printed copies of the PAFR for public distribution. County staff said they can provide additional materials and sample tables to explain how property tax dollars are allocated across general fund and special revenue categories.
Next steps: staff agreed to assemble the requested supplemental tables and provide them to commissioners for public distribution and town‑hall use.
