Draft EIR circulated for proposed Environmental Utilities Operations Center; public comment period runs through June 22

Staff representatives Jessica Lynch, Environmental Coordinator, and Senior Engineer Keith Schmidt presented the draft Environmental Impact Report (EIR) for the proposed Environmental Utilities Operations Center on May 26, describing the project, its location and the public comment process.
Keith Schmidt summarized the project footprint: the primary project area under consideration covers about 150 acres at the western edge of Roseville; the EIR also shows a larger 243‑acre area of land the Environmental Utilities Department controls. Schmidt said the project is deliberately sited away from existing residential development and is adjacent to the Pleasant Grove stormwater retention basin.
Jessica Lynch told the commission that the draft EIR, published May 7, is currently in public circulation and that the city has extended the standard review window to cover more than 45 days; the formal review period closes June 22, 2026. Lynch said the EIR analyzes components including a mechanized materials recovery/transfer facility, a corporation yard for staff and equipment, an equipment maintenance building and a vendor lease area, with an organics processing facility considered as a possible future addition.
“The draft EIR was published on May 7 and we are currently in the midst of a 45, more than 45 day public review period for the draft EIR, which ends on June 22,” Lynch said. She emphasized that the CEQA process is iterative and that staff prefer written comments for clarity; all comments received will be responded to in the final EIR and made part of the administrative record. The state then gets a 10‑day window to review responses before the project can be scheduled for City Council consideration.
Staff asked the public to focus remarks on the adequacy and content of the draft EIR and reminded attendees that tonight’s meeting was for listening rather than immediate response; staff will compile written and oral comments and address them in the final EIR.
The commission accepted the presentation and opened the record for public comments on the draft EIR as part of the CEQA review process. No final decision on the project was taken at this meeting.
