Panama City previews waterfront plan; St. Andrews Marina reaches construction milestone and gets new harbor master

City Manager Jonathan Hayes said Dover Colon Partners returned to present the next phase of planning for the Panama City Marina and downtown waterfront, sharing updated design ideas, community feedback summaries and new visual renderings from meetings on April 1 and 2. "Moving forward, the planning team will review all input and use it to help refine the final plan for the marina and waterfront area in downtown Panama City," Hayes said.

Hayes reported construction progress at St. Andrews Marina: "As of late March 2026, the first 50 wet slip structures are complete at the St. Andrews Marina. Water and pedestal installations are complete as well. Electrical wiring is in place but awaiting connection to the distribution panel and installation of the Florida Power and Light Transformer." He said the facility has transitioned to new management under Coastal Marina Management as a key milestone in restoration and redevelopment.

Hayes also announced a personnel appointment: Jason Lint, described as a lifelong St. Andrews resident, has been appointed harbor master and "will oversee daily operations, customer service and all dock activity" and will serve as the primary contact for slip rentals. The city said planning and construction updates will inform a refined final waterfront plan; no approvals, funding amounts or specific schedule changes were included in the update.
