Kelly Jones, an assistant planner for the city, presented the staff report and described the proposal as “the addition of two guard shacks located at 1150 Arbor Avenue” in the I‑205 specific plan area. Jones said the application includes elevations, floor plans and a landscape plan that would replace any disturbed landscaping and help screen the structures from the freeway.
Brendan Dwyer, the applicant participating virtually, told commissioners the shacks are proposed after tenants reported thefts in the truck courts. “The purpose of these guard checks… the tenants have experienced some theft from these truck courts,” Dwyer said, and described the structures as small, roughly 8 feet by 8 feet by 16 feet, with restroom access for security staff.
A commissioner noted the applicant had answered earlier questions and that the inclusion of a restroom was helpful; the Vice Chair asked about visual impacts given the parcel’s proximity to Interstate 205 and was told the small structures would be largely obscured by proposed vegetation and are significantly smaller than existing trailers on site.
Vice Chair Boateng moved to recommend approval of development review permit application D25‑0018 “for the addition of two guard shacks on a developed lot located at 1150 Arbor Avenue,” citing the CEQA exemption for accessory structures. A commissioner seconded the motion. The commission took a roll-call vote and recorded approval by the members present.
The action approves the applicant’s plan to install two screened guard shacks intended to provide shelter, restroom access and a security presence for the truck court tenants. Staff did not list specific implementation dates or permit conditions during the hearing; those details will be handled through the permit issuance process.
The commission also removed agenda item 1B from tonight’s calendar to return it at a future meeting in April. The session adjourned at 7:11 p.m.
