The House Human Services Committee on May 27 reported House Resolution 208 as amended, directing the Legislative Budget and Finance Committee to conduct a performance audit of wait times for services provided by the Bureau of Blindness and Visual Services and to deliver recommendations to the General Assembly within 180 days.
"House Resolution 208 directs the Legislative Budget and Finance Committee to conduct a study on wait times for services provided by the Bureau of Blindness and Visual Services, including the impact of those delays," Dylan said when explaining the resolution. "Study must be completed within 180 days and include recommendations to the General Assembly to improve access to those services."
Chairman Heffley offered Amendment A02644 to clarify the resolution’s purpose and address stakeholder concerns. "My amendment will clarify the purpose of the resolution in order to address stakeholder concerns," Chairman Heffley said, and asked members for an affirmative vote on both the amendment and the underlying resolution.
Amendment A02644 replaces the word "study" with "performance audit" and clarifies the issues the Legislative Budget and Finance Committee should examine, the clerk said. Committee members voiced support for the change, and the clerk announced, "Seeing no opposition, the amendment A02644 is adopted." The record does not show a roll-call vote; the clerk reported adoption by voice and noted no opposition.
Following adoption of the amendment, the committee proceeded to report the resolution as amended. The clerk noted additional members had joined the meeting, recorded no opposition and announced that "Resolution 208 will be reported as amended." The resolution, as amended, directs a focused performance audit of the Bureau of Blindness and Visual Services’ timeliness and service-delivery processes and concludes with actionable recommendations to improve outcomes for individuals who are blind or visually impaired.
With no further business, the clerk thanked the committee and adjourned the meeting.
