Gilroy awards contract for 73 trash-capture devices to meet state stormwater rule

The Gilroy City Council voted March 16 to amend the FY2026 capital budget and award a contract to install certified trash-capture devices to comply with the state’s trash-amendment requirements.
Environmental Programs Manager Mark Johnson told council staff recommend installing 73 certified small trash-capture devices and solicited bids, receiving five proposals. “Staff is recommending moving forward with the installation of 73 trash certified trash capture devices to meet the first compliance milestone,” Johnson said.
Staff recommended adopting a resolution to appropriate funds from the Stormwater Maintenance Fund and to award a $143,370 contract to Stormwater Inspection and Maintenance Services Incorporated (an Apex company), with a $14,337 contingency and authorization for the city administrator to execute the contract and related documents. In deliberations council also approved a budget amendment to appropriate funds for the capital project.
Council approved the appropriation resolution and the contract award in separate roll-call votes. Staff said the project moves the city forward on the first phase of statewide trash provisions; staff will return with recommended longer-term strategies and a request for program development and data-management services.
The award includes a contingency for change orders; installation of the capture devices is the immediate next step if contract execution proceeds.
