Raymond board approves name change to reflect village status, adds finance committee and OKs kitchen purchase; loan plan discussed

The Raymond #14 School District board voted March 17 to change the district's legal municipal designation to "school district number 14, Village of Raymond," approved the creation of a standing finance committee and authorized a kitchen-equipment purchase for the district's production kitchen.
A board member read a resolution stating, "The district shall change its name to school district number 14, village of Raymond." The motion to adopt the resolution was moved and seconded and carried by voice vote; the reading said the change takes effect immediately. The resolution cites Wisconsin Statutes 115.015 as authority for designating a district name by resolution.
Administrators also moved to add a finance committee that will meet before the district's monthly board meetings beginning in April; the motion passed by voice vote. The committee is intended to present a regular finance report at monthly meetings.
On a separate item the board approved, by voice vote, a request to purchase a double-deck convection oven for the Raymond production kitchen not to exceed $12,500, contingent on approval from the Yorkville School District (the food consortium lead) and consistent with the district's procurement packet and vendor bids.
Board members discussed short-term borrowing with Neil Buchanan of Community State Bank. Buchanan described recent borrowing history: a $1 million facility was executed in mid-December and paid in full Jan. 23 using property-tax disbursements; the bank required a mortgage lien at that time that was released when the loan was paid. Buchanan said the district is proposing a new short-term facility of $750,000 to cover cash flow through August and that, per Wisconsin law, the board must act each time a new loan instrument is taken. He said the bank planned to reapply the lien and stated an interest rate of 7.5% for the current proposal; the bank representative said the documents and notary were available to sign that evening. The meeting included routine financial reporting: the board heard a treasurer's update that corrected a prior typo and reported a beginning balance of $828,687.57, accounts payable $551,822.04, receipts of $1,405,778.32, payroll disbursements of $199,698.75 and an ending balance of $1,482,945.10. Administrators noted outreach ahead of an April 1 referendum, including mailers and a six-minute informational video released that day; staff acknowledged a typographical error on a mailer that misstated a monthly payment estimate.
The board also set meeting dates for April (workshop April 7; regular meeting moved to April 22) and voted to convene a closed session under Wisconsin Statute 19.851(c) to discuss employment contract matters for professional staff.
