The meeting record states plainly: "There is a desperate need for transient parking." Commissioners and staff agreed that existing town code is "incredibly limited" and lacks definitions and standards for RV parks. Heather Layton urged rules to prevent eyesores and public-nuisance issues and suggested coding parameters such as length of stay and limits on occupancy.
Councilmember Travis Kay and Commissioner Mark Sheen cautioned against overly restrictive rules for transient residents but said the town can use stipulations such as fencing or development-review conditions. Justin White raised the question of enforcement, noting that compliance would rely on neighbor reports and code-enforcement follow-up; several speakers said they would not want RV parks located next to schools because of uncertainty about transient populations.
Commissioners asked staff to give P&Z the authority and tools to draft lot-size, density and other restrictions as needed to meet goals for affordable and higher-density housing while avoiding nuisances. No ordinance or formal amendments were adopted at the meeting.
