Jay County commissioners approve transit grant pass-through, roof repair, consultant and radio-warranty contracts

The Jay County Commissioners approved a series of routine contracts and operational items at their May 11 meeting, including a transit grant pass-through, roof repairs, consulting and equipment-warranty responsibilities.
Kevin DeCamp, project manager for LIFESTREAM, presented the county’s 5311 2027 grant pass-through agreement and accompanying resolution; the board approved both items unanimously. DeCamp told commissioners the service provided more than $24,882 in Jay County over the past year and that the provider "will be starting Medicaid trips soon."
Highway Superintendent Bob Howell reported ongoing road maintenance and provided a roof-repair quote of $22,827.24 from Schwartz Building Supply & Construction for two county buildings; commissioners voted unanimously to approve contracting with SBS, noting potential additional charges depending on underlying damage.
Auditor Emily Franks presented renewal options for Dossett Consulting to prepare the county’s Cost Allocation Plan; commissioners approved a three-year contract for $13,500. A proposed agreement related to a new radio system assigned Bryant Volunteer Fire Department responsibility for warranty costs over four years (totaling $7,259.52) and for SMART-feature costs; that agreement was approved unanimously.
Other routine approvals included the payroll docket, the 2026 congressional school interest report and an Extension Office copier-lease addendum that reduces the monthly average to about $401.44. Monte Shrack, courthouse superintendent, described recent maintenance work, ongoing LED conversion and a May 21 visit from Allied Mechanical to review the courthouse HVAC control system. The meeting recessed at 9:50 a.m. and reconvened at 10:15 a.m. for scheduled public hearings.
