Committee splits over US 31 sub-area plan; sends plan to council with negative recommendation

Carmel’s Land Use Committee spent the second half of its March 4 meeting debating a proposed US 31 sub-area plan and associated PUD district language. After extended discussion about map presentation, buffer areas, and parking guidance, the committee decided to forward the plan to the full council with a negative recommendation.

Staff summarized changes to the plan, including revised boundary maps (darker font for neighborhood names), a rewritten PUD description clarifying that the city’s preference references PUDs approved as of the plan adoption date, added language to assure opportunities for adjacent-neighbor input during project review, and a map correction noting an IU Health parking lot east of Illinois Street.

Council debate focused on how the plan communicates redevelopment priorities along U.S. 31 versus protections for neighborhing areas. Councilor Adam Austin said the plan had become harder to read and ‘‘"become like a Jenga tower. It fell over,"’ arguing the document now de-emphasized development on US 31. Other councilors said the added transition-area protections and buffer language reflected constituent input; staff noted that the plan does not set use regulations (the UDO does) and that an upcoming state-mandated UDO review (referred to in the meeting as triggered by "1001") will address parking and use details.

Multiple motions were offered on whether to send the plan to full council with a positive recommendation, a negative recommendation or no recommendation. The committee recorded a final disposition that the plan will go to the council with a negative recommendation and urged members and interested residents to bring concerns to the full council for the final decision.
