Land-use panel recommends Pultehomes PUD to council after façade, masonry changes

Carmel’s land-use committee voted to send a Pultehomes planned-unit development (PUD) to the full City Council after developers presented revised elevations that add masonry, more windows and porch railings and after staff confirmed drainage review will occur in the next permitting phase.
At its March 4 meeting, the Carmel Land Use Committee voted to send a Pultehomes planned-unit development back to the full City Council with a positive recommendation after the petitioner presented revised building elevations and ordinance text changes.
The petitioner displayed final photo exhibits and elevation drawings showing first-floor stone on some units, a coral-blend brick on the bump-out unit, and deep-red brick on other façades. Zach Burton (Pultehomes) described the materials and said the sides and rears would be enhanced with additional windows and masonry to match front façades. John Dabashiewicz (Nelson and Frankenberger) reviewed changes to the draft ordinance—noting that modifications begin at exhibit C—and said the redline shows the new elevations, side and rear elevation replacements and added text specifying porch railings and where masonry terminates on bump-outs.
Why it matters: Committee members said the changes respond to neighborhood feedback about materials and visual variety. The committee also pressed the petitioner on drainage; the petitioner said a detailed drainage report will be provided during the design-permit phase (DPA/ADLS) and does not anticipate issues based on the current site plan.
During discussion, councilors asked staff to ensure the ordinance or an exhibit clearly references the landscaping, fence material and the elevation exhibits so those commitments travel with future permitting. Adam Austin (City Council) moved to send the PUD back to the full council with a positive recommendation; the motion was seconded and the committee approved the item to move forward to council.
The petitioner and city staff agreed to coordinate with the clerk’s office to provide an updated, redlined ordinance and the final exhibits to council ahead of the hearing. The committee did not adopt additional conditions beyond those shown in the revised exhibit and ordinance redline.
The committee then proceeded to the next agenda items.
