Staff updates committee on Vision Salinas 2040 and General Plan progress; residents press for better outreach

Planning Manager Grant Leonard briefed the Housing and Land Use Committee on March 10 about the 2025 General Plan Annual Progress Report and the Vision Salinas 2040 update. Leonard said the team has released a public draft, is finishing the economic development element, Climate Action Plan and Environmental Impact Report, and plans a three-phase zoning code update with phase one targeted for adoption in June.
Leonard described outreach to date: a steering committee, 23 workshops, pop-ups and partnerships with community-based organizations, and said staff will reissue revised chapters for additional public review later in the spring and summer. He explained that the Climate Action Plan focuses on reducing greenhouse-gas emissions while the Environmental Justice element addresses harms facing disadvantaged communities.
Multiple committee members and public commenters asked for improved outreach practices. A resident urged the city to offer meeting times that are accessible to working residents and to record or livestream large public events so people who lack technology or cannot attend daytime meetings can review materials. Committee members said they would relay feedback to the city manager and requested one more convening with the steering committee and opportunities for new council members to appoint representatives to advisory groups.
The update was informational and is scheduled to return to City Council along with the housing APR on March 24.
