Residents tell Temecula council to clarify affordable-housing funding and General Plan outreach

Two residents used the council's public-comment period to press the city on housing quality and transparency in planning outreach.

"Vine Creek is brand new... it's an LIHTC complex, which means it's state governed," said Laura Lamont, who contrasted that development with a nearby project that she said was funded through a local redevelopment-agency contract. Lamont said residents living in the locally controlled complex pay market-level rents despite subsidies, cited construction-quality problems and recounted a tenant who lacked a washer and dryer despite paying the same rent as other units. "That's discriminatory practices and I want to know what the city's doing about it," Lamont said, urging the city to educate the public on the differences between state-regulated LIHTC properties and locally controlled RDA-funded housing.

Jeff Kingsburg, a long-time resident and former Community Services Commissioner who serves on the General Plan Advisory Committee, expressed concern about Mayor-hosted roundtables. He asked how participants are invited and selected, noted that his nonprofit contacts did not receive invitations to a nonprofit roundtable, and urged clarity about whether roundtable feedback would be incorporated into the General Plan process. "Clarity and transparency promote trust both in our city and its elected officials," Kingsburg said.

Mayor Alexander responded that staff would present transparency measures at the next council meeting and that the city would follow up with the speakers. No formal council action was taken on these public comments during the meeting.
