CSAC signals tougher approach to weight‑cutting: new monitoring, dehydration testing and higher missed‑weight penalty
Summary
Chair Villegas outlined a multi‑point plan to address extreme weight cutting and rehydration, including licensing by weight class on medical forms, specific gravity urine testing, additional weigh‑ins and an increase in the missed‑weight fine from 20% to 30% effective July 1, 2026.

Chairman Villegas opened the meeting by identifying weight cutting and rehydration as a growing safety concern in boxing, MMA and other combat sports. He described a package of measures the commission plans to strengthen: requiring fighters to be licensed by specific weight class on physical‑exam forms; medical verification of a fighter’s appropriate weight class based on walking weight and dehydration risk; expanded video monitoring; early and official weigh‑ins with additional checks (including urine specific‑gravity testing to detect water loading); mandatory next‑day weigh‑ins to monitor rehydration; and collaborating with academic institutions for research.
Villegas said the commission will increase the penalty for missing weight from 20% to 30% to underscore the seriousness of the issue; the chair said the new fine level will take effect July 1, 2026. He also noted existing reforms dating to 2016 and urged continued leadership on the issue.
Commissioners and staff discussed program design and implementation. Several delegates emphasized focusing on amateur education and early interventions to reduce harmful practices among younger athletes. Staff flagged privacy concerns and the need to balance medical oversight with fighter confidentiality. The commission did not vote on a specific new rule during the meeting but set direction for staff to develop the protocols and bring concrete proposals back to the commission for formal action.
