Romeoville moves to allow additional crossings of pipeline right‑of‑way to support Monarch Grove development

The Romeoville board considered an amendment to a 2017 annexation agreement with Natural Gas Pipeline Company of America that would update mapped exhibits to authorize additional crossings of the pipeline right‑of‑way to accommodate utilities, vehicular access and pedestrian pathways tied to ongoing development in the Monarch Grove area.
Village staff said the change is largely an update to the agreement exhibits so the village can facilitate construction and public access associated with development near Weber Road. "What we're doing tonight is changing out some of the exhibits to the agreement to add some additional crossings of the pipeline property for both utilities, vehicular travel, and then also pathways, sidewalks," staff told the board.
The board opened a public hearing on the annexation amendment at the request of Trustee Griffin, seconded by Trustee Aguirre, invited public comment specifically about adding trails and utilities across the pipeline, and then closed the hearing after no one from the public spoke. The ordinance amending the annexation agreement was included in the consent agenda and approved by roll call.
Staff said the amendment will “greatly facilitate” the Monarch Grove apartment project and related development; trustees asked procedural questions and heard staff describe the change as largely a housekeeping and exhibit update rather than a substantive policy shift. No formal objections were raised during the meeting.
Next steps are for staff to finalize the amended exhibits and record the ordinance per village procedures.
