Council authorizes Wenatchee to lead regional stormwater effectiveness study

Wenatchee City Council authorized the mayor to sign an interlocal agreement on March 12 for a regional stormwater effectiveness study intended to satisfy a municipal stormwater permit evaluation requirement.
Kelsey Grover, stormwater coordinator, told council the permit offers several compliance options and staff recommends a regional study with Chelan County, Douglas County and East Wenatchee, with the City of Wenatchee as lead. Grover said the city can conduct the work largely in‑house and anticipated the study would be "a maximum of about $20,000, which will be split evenly between all of our partners." She added the city’s share is already budgeted in the stormwater fund (Fund 410) and partners would reimburse the city for staff time.
Council members asked whether the study would create additional follow-up obligations if shortcomings were identified. Grover said the city currently meets education-and-outreach requirements and the study is intended to evaluate effectiveness and identify improvements rather than impose immediate new compliance penalties.
Council approved the motion by voice vote and authorized the mayor to sign the interlocal agreement. Grover told the council staff anticipates submitting the final product to the Washington State Department of Ecology by the end of the year.
