Senator Martin read the list of bills placed on the consent calendar, saying, “If anyone has an objection, we will carve that bill out.” The items read into the consent calendar included SB132 (An Act Establishing the Connecticut Germany Trade Commission, LCO 2806), SB133 (An Act Establishing the Connecticut India Trade Commission, LCO 2807), SB134 (an airport development zone in Plainville), SB241 (an act concerning the Waterbury Land Bank), HB5146 (an act concerning brownfield remediation, LCO 2392), HB5319 (an R&D tax credit for small business), HB5321 (workforce development and training), and HJR31 (reauthorization of the Community Investment Fund Board and program).
Representative Kit, speaking during the roll call, confirmed that “all eight items for action went to [the] consent calendar” and several members were recorded voting “yes” during the roll call. The clerk read a series of affirmative votes — including Senator Hartley, Representative Meskers, Senator Rahman, Representative Buckbee, Representative Bucksbaum, Representative Collins, Representative Gaiuski, Representative Garabe, Representative Heffernan, Representative McGordy, Representative Santinella, Senator Summers, Representative Sanchez and Representative Wood — but Senator Martin clarified the tally would remain open through the afternoon to ensure a complete record.
Because the clerks kept the vote open until 2 p.m., the committee did not announce a final, binding outcome at the meeting’s close; Senator Martin asked staff to reach out to members who had not yet voted to complete the roll. The committee scheduled a public hearing for March 10 at 11:30 a.m. in Room 1B of the Legislative Office Building and closed that portion of the agenda.
