Tracy advisory committee backs $664,016 PATH IGT award and $331,794 HHAP allocation for temporary emergency housing facility

The Tracy Homeless Advisory Committee on Feb. 12 recommended that the City Council accept two grants to support operations and infrastructure at the Temporary Emergency Housing Facility (TEF).

Virginia Carney, the city's homeless services manager, told the committee the PATH Cited Round 4 Intergovernmental Transfer (IGT) award from the California Department of Health Care Services totals $332,008 in federal funds and requires a $332,008 local IGT match, for a $664,016 program amount. "The PATH Cited Grant supports capacity building and infrastructure activities that strengthen the city's ability to implement and sustain community support services under California Advancing and Innovating Medi-Cal," Carney said, describing uses such as program planning, workforce capacity and data systems to align services with CALAIM.

Carney explained the IGT model to the committee: the city provides the required local match from existing budgeted funds, completes approved milestones and transfers the required IGT amount; once DHCS approves progress reports, it releases the corresponding federal share resulting in reimbursement to the city. "The city's match is provided through existing budgeted funds and is not an upfront payment," she said.

The committee then moved and approved item 3B by voice vote.

Carney also presented a recommended award from San Joaquin County under the Homeless Housing Assistance and Prevention (HHAP) Round 5 allocation: $331,794 to partially fund shelter operations at the TEF (CIP 71112 at 370 West Arbor Avenue). She said the city submitted an application for $1,284,365 on Dec. 19, 2025; the county's recommended award of $331,794 will be presented to the San Joaquin County Board of Supervisors for final consideration. "Following CoC review, the county will present the award recommendations to the San Joaquin County Board of Supervisors for final funding consideration and approval," Carney said.

The committee moved and approved item 3C by voice vote. Carney noted that PATH Round 4 is the final PATH round but said staff are continuing to seek partners and additional funds; she reported outreach to potential partners, including Kaiser, and that the project team planned to share the effort during an upcoming trip to Washington, D.C.

Brian McDonald, director of Parks, Recreation and Community Services, updated the committee on site progress and operations funding. He said the City Council approved Community Development Block Grant money to fully fund two shade structures at the site and noted coordination work to relocate roughly 37 people from converted containers to a sprung structure once it is ready. "We have our new operator starting on May 1st," McDonald said.

What happens next: the PATH IGT acceptance is a city council action to authorize grant execution and acceptance of reimbursement terms; the HHAP recommended award requires county board approval before funds are finalized. Staff said they will return with required agreements and documents to implement the awards and to arrange reimbursement transfers through the DHCS IGT process.

Votes and procedural notes: both grants (items 3B and 3C) were approved by the advisory committee by voice vote; no public commenters participated in person or on WebEx for either item.
