Manhattan Beach City Council approves agenda, holds closed session with no reportable action and adjourns

The meeting opened with procedural items. The Clerk called roll, naming Council Member Tarnay, Council Member Shirleyan, Council Member Howard, Mayor Pro Tem Franklin and Mayor Lesser; all responded present. The Chair asked for a motion to approve the agenda. The Chair noted a motion by Mayor Pro Tem Franklin and a second from Council Member Tarnay; the Clerk announced, "Motion passes. Five zero." The council recorded the agenda approval as a formal motion passed 5-0.
The Chair then opened public comment; there were no speakers in the chambers and no requests from Zoom, so public comment was closed without remarks. Afterward the council recessed into closed session. The City Attorney advised the council it would meet in closed session pursuant to Government Code sections 54956.9(d)(2) and 54957 to discuss two items listed on the 4:30 agenda.
When the council returned to open session the City Attorney reported, "There was no reportable action taken." The Chair announced the adjournment of the Dec. 9 session and scheduled the adjourned regular meeting for Dec. 16, 2025, at 4:15 p.m. in City Council chambers.
