Council approves budget amendments, surplus sales, reappointments and authorizes manager to accept donated markers

The city's finance/staff presented single-year budget amendments affecting multiple funds. Changes to the general fund include appropriations from fund balance, insurance proceeds and a transfer from Fund 52 to cover items including police salary adjustments, pool repairs for recreation and parking-lot repairs. For the water and wastewater funds staff said they are appropriating fund balance for sludge-disposal costs that have risen sharply and will continue to be discussed in next year's budget.
Staff said Fund 50 (an ARP fund for water and sewer projects) will be closed out with remaining funds transferred back to the capital reserve fund for use on capital projects. Fund 52 (a community development project fund) has a small remaining balance that staff proposed transferring to the general fund.
Council approved the budget amendments by voice vote. The council also authorized surplus of specific items to be sold via GovDeals and unanimously approved a walk-on item that authorizes the city manager to designate locations for donated pedestals/markers that display the Bill of Rights, Declaration of Independence and Constitution (described in the transcript as "charters of freedom"). The donor group and its name were not recorded in the transcript; staff said they will provide that information later.
Council also approved reappointments to unspecified boards by voice vote and set a continuation to budget workshops on April 21 at 5 p.m., when an audit presentation will also be given.
