Council denies rezoning request for 310 W. 7th St., cites neighborhood impacts

The council considered a rezoning application from W W and L Holdings LLC seeking to change 310 W. 7th St. from B2 (Community Business) to I2 (Industrial). The city manager told the council plan commission held a public hearing on July 1, 2025 and recommended denial following the staff report and public testimony. The planning commission recommended denial "based on the following: Rezoning the property could have an adverse effect on existing and adjacent residential properties," staff said.

City planner (name not given) told council several neighborhood residents attended the planning hearing and stressed that the issues at the site are already present and that a rezoning would not be appropriate simply to reduce development standards. The planner explained that, because the property is nonconforming, some historical uses may have been allowed in the B2 district but would be considered industrial now; denial shifts the next steps toward abatement and code enforcement rather than rezoning.
