St. Louis County awards culvert and road reconstruction contracts, confirms PLAs for projects over $150,000

St. Louis County commissioners on Wednesday approved multiple construction bid awards aimed at repairing culverts and reconstructing roadways, actions county staff said will improve safety and create capacity for future development.
Public works staff told the board the culvert replacement package consolidated many pipe‑replacement locations under a single contract to secure economies of scale; Senate Contracting was the low bidder and the package came in about 11.6% under the engineer’s estimate. The board approved the award on a motion moved by Commissioner McDonald and supported by Commissioner Nelson.
The board also approved a larger roadway project — a phase of work that includes a roundabout, ADA improvements and lighting — with a low bid from Ulin Brothers of $4,597,190. Staff described the project as phase one of a larger three‑phase plan to improve access to a nearby school and add a second emergency access. Staff said the project is funded in part by a $6 million state appropriation.
Public works staff described geotechnical work tied to the project alignment and confirmed that materials from an old dump along the alignment can be accepted at the Virginia landfill at a reduced rate; only part of the old dump will be affected in this phase, staff said, with a separate future effort needed to address the remainder.
Commissioners and staff also confirmed that projects over $150,000 on county construction contracts carry Project Labor Agreements (PLAs). In response to a commissioner’s question, staff said the culvert and roadway projects include PLAs.
“Most years we have an annual contract where we consolidate a number of pipe replacement locations under one contract…in this case, the bids came 11.6% under the engineer’s estimate,” public works staff stated during the presentation.
The motions to approve the contracts were carried by voice vote during the consent and regular agenda actions.
Next steps for both projects include contract finalization, scheduling and coordination with local jurisdictions for traffic and safety planning, staff said.
