Colonial School Board approves 2026–2031 strategic plan; state education chief praises alignment and early-literacy work

The Colonial School District board voted on March 10 to approve a five-year strategic plan (2026–2031) that sets literacy, wellness and operational excellence as the district’s top priorities and establishes outcome targets and scorecards for monitoring progress.
The plan, explained to the board and public during a presentation, calls for a districtwide approach to reading, writing, speaking and listening; targets a 20% improvement in literacy outcomes across content areas; and sets measurable goals for student well-being, attendance and operational systems. During discussion, curriculum leaders said the district will require high-quality, district-adopted instructional materials and ongoing professional learning to achieve the targets.
Delaware Secretary of Education Secretary Martin attended the meeting and praised Colonial’s work, telling the board that the district’s classroom practices helped shape the state’s approach to early literacy. "When these layers connect—state strategy to district leadership to school implementation to classroom instruction—strategy becomes real action," she said.
Southern Elementary principal Rick Bryson and the school’s literacy coach described implementing a weekly walkthrough system that provides classroom-level feedback and shared local assessment gains on DIBELS subtests: increases in letter-naming fluency, correct letter sounds and oral reading fluency that they said are contributing to an improving composite literacy score.
Board members moved to approve the plan; the motion was seconded and passed by voice vote. The board also approved routine consent items and the 2026–27 school-year calendar during the meeting.
Why it matters: The strategic plan is intended to create a single framework for curriculum, intervention and family engagement across schools and to produce public scorecards so the district and community can monitor progress. State officials framed Colonial as an example of implementation-oriented practice they want to scale across Delaware.
