Council advances zoning map amendments and approves PUD and CSM for downtown sites

Director Drager presented several land-use items and the council acted on each. For Meadow/Meta Lane, staff described an applicant proposing six 12-unit buildings and recommended rezoning the parcels from Suburban Mixed Use to Multifamily Residential (MRM12); the Planning Commission recommended the first reading and the council directed staff to prepare an ordinance for future readings.
Drager also reviewed a proposed Planned Unit Development and zoning map amendment for 23 N. Water St., where Premier Bank proposes to remove a dilapidated building and create a 15-stall off-site parking lot and associated stormwater and sewer improvements. "With the PUD process they're proposing some flexibilities inside of the historic mixed use zoning," Drager said, noting required easements for sewer replacement and cross-access and that the Plan Commission recommended approval following a public hearing with no comment. The council approved the PUD general development plan subject to nine flexibility conditions.
Council also approved a certified survey map to split the parcel at 1310 Campus Drive into two lots (approx. 3.587 acres and 1.799 acres) to preserve development flexibility; the plan commission had recommended approval.
Several council members praised the aesthetics and potential downtown improvements and noted the public infrastructure considerations (stormwater and sewer replacement). The items will return for subsequent ordinance readings or further Plan Commission review as required by the zoning and PUD processes.
