Hopkinsville board dismisses select citations, upholds several default final orders and asks CDS to clarify camper zoning

During its March 10 meeting the Hopkinsville Code Ordinance Enforcement Board dismissed a citation with an incorrect fine amount and reissued a related citation in a different name at staff’s request. The board then entered default final orders for several other citations (items 9B–9E), found those violations appropriate, and assessed the fines listed for each case plus a $100 administrative fee per case.

Code Officer Tommy Holloman told the board that the wrong amount had been placed on one citation and recommended dismissal and reissuance with the correct amount; the board granted that request. Darnell West explained another matter where a widow said she wanted no involvement and the citation was reissued in the daughter's name; the board voted to dismiss the item listed 9A(2). For default final orders 9B–9E the board voted to find the violations appropriate and assess the fines and administrative fees listed in the agenda.

Separately, board members raised concerns about apparent disparate enforcement for campers and trailers in other parts of the city (seasonal workers and a former mobile-home park were cited). Code Officer West said some sites are specifically zoned to allow those vehicles and that residential placement rules (setbacks, front-of-property time limits such as 72 hours) vary by zoning. The board asked staff to invite Community and Development Services to the next meeting to clarify where campers and trailers are permitted and how enforcement is applied across the city.

The board also welcomed new member Crystal Kirkman at the meeting. With no further business the board adjourned.
