Clay Murphy, the county’s SPLOST coordinator, told commissioners the $31.5 million figure comes from collections beginning in October and represents the initial nine months of receipts. He presented a preliminary breakdown: roughly $5,000,000 directed to debt service identified by the finance department, about $5,000,000 for jail pre‑construction (architects and engineers), $17,500,000 to arena pre‑construction, and smaller amounts for cultural and recreation projects. Murphy noted figures may fluctuate slightly as further collections are tallied.
Commissioners asked for and were offered the detailed allocation schedules included in the meeting package; the ordinance to authorize transfers and appropriations was moved and carried and will be placed on consent for final bookkeeping and implementation.
The county also discussed closing out the 2018 SPLOST and moving forward with 2025 SPLOST appropriations and related projects. Staff said more detailed project budgets and timelines will be provided in subsequent packets as the county transitions from planning to procurement and construction phases.
