Kewanee CUSD 229 board approves Title I plans, parental-involvement policies and budget authorizations

At its April 20 meeting the Kewanee Community Unit School District 229 board approved district and school Title I plans and parental-involvement policies, authorized preparation of the 2026–27 budget (and limited pre-approval spending), approved a bus-financing bid, and updated the instructional framework.
The Kewanee Community Unit School District No. 229 Board of Education on April 20 approved consolidated districtwide and individual-school Title I plans and multiple parental-involvement policies and authorized district budget preparations for 2026–27.
Superintendent R Baney recommended the Title I plans and the parental-involvement policies for Belle Alexander, Irving, Central, Neponset and Kewanee High School. Member DeBord seconded the motion to approve the Title I plans; roll-call votes were recorded as all members voting aye and the motion carried.
The board also voted to authorize the superintendent to prepare the 2026–27 budget and separately authorized the superintendent to spend funds prior to final budget approval. Those motions were recommended by Baney and approved by roll call with all members voting aye.
On finance matters the board approved a bus financing bid from Peoples National Bank of Kewanee after a recommendation from Baney. The board also approved an update to the district’s Instructional Framework for Effective Teaching.
During discussion of policy updates, the board considered revisions to Policy 7:40 (cell phone) and Policy 7:190-AP5 (extracurricular participation by students not enrolled in the district). Member Christiansen moved to table Policy 7:40 so the board could clarify whether the change would affect students at Visitation participating in sports under an existing co-op; that motion passed by voice vote. The board approved Policy 7:190-AP5 by roll call.
The board’s votes on the Title I plans, parental-involvement policies, budget authorizations, bus financing and the instructional framework were recorded as affirmative by Members DeMay, Dev, DeBord, Christiansen, Salisbury, Steffen and Johnson. Next steps include superintendent Baney preparing the draft 2026–27 budget for subsequent board review and final approval.
The board meeting was held in the Petersen Auditorium at Kewanee High School and adjourned at 8:48 p.m.
