Calistoga hears Caltrans update: overnight Highway 29 closure and potential sidewalk relinquishment

The City Manager said Caltrans plans overnight work beginning Thursday, April 23, closing both lanes of Highway 29 between Rutherford Road and Oakville Cross from 10:00 p.m. to 6:00 a.m., with detour signage posted for both directions. He advised residents who travel late at night to plan for the temporary detour and noted city public safety staff will coordinate with Caltrans during the work.
On the sidewalk relinquishment, the City Manager reported Caltrans is mapping the sidewalks now and expects to send the mapping to their right-of-way engineers for recording. He said Caltrans indicated they are confident the sidewalks will be relinquished to the city before the end of the year but that the process is complicated. Caltrans may request a 90-day waiver on the timeline as they finish legal review and prepare an agreement for the city to evaluate.
Council members asked whether there would be cost consequences to the city when the sidewalks are relinquished. The City Manager said the financial impact is somewhat unknown: Caltrans intends to hand over sidewalks “in good condition,” but staff noted there are areas that need repair and there may be ensuing discussions about whether Caltrans will complete repairs prior to transfer or whether the city will need to allocate funds for work. The City Manager said he would bring the formal agreement to the council for review when Caltrans sends it.
