Rocklin Unified approves $1.96 million in Twin Oaks portables and $612,000 HVAC installation contract

The Rocklin Unified Board of Trustees approved two capital contracts tied to the district’s ongoing facilities program: the purchase of eight replacement portable classrooms for Twin Oaks Elementary and a Phase 1 rooftop HVAC installation contract that will support replacement of more than 150 rooftop units across several campuses.
Senior Director of Facilities Craig Rouse explained the Twin Oaks purchase is part of the district’s $58 million capital facilities program approved in April 2024 and recommended a motion to purchase eight portables; staff recommended an award to Next Mod Incorporated in the amount of $1,955,898.89. "If the board approves this, then we'll move forward with the site development, and then we'll bring another board action item in the spring of 2026 for the actual site work to install the portables," Rouse said.
Rouse also presented Phase 1 of a long‑planned rooftop HVAC replacement, noting the district owner‑purchased Carrier units via a CMAS contract and solicited installation bids; the board was asked to approve a $611,949 installation contract with Carrier Corporation. Rouse described post‑bid interviews with the low responsive bidder and said Carrier indicated it could mobilize sufficient technicians to meet the summer installation timeline. "They were clearly confident that they would be able to install these units at the proposed price," Rouse said.
Both motions were moved, seconded and approved by roll call. Trustees commented they expected careful oversight of timelines and contractor performance.
What’s next: staff will proceed to site development planning for Twin Oaks and monitor Carrier’s installation schedule to ensure air systems are functioning before students return in the fall of 2026.
