Council introduces zoning changes to implement housing element, adds tiny‑home and manufactured‑home allowances

Planning staff explained Phase 3 would add new allowed uses in low‑density residential zones — including tiny homes, manufactured homes, duplexes, triplexes and fourplexes when part of larger subdivisions — and create new code sections for opportunity‑site development and cluster design standards. “Tiny homes will be designed and located to be compatible with neighboring built dwellings,” staff said, and manufactured homes would be allowed on foundations and follow single‑family standards.
Phase 4 would amend off‑street parking rules to add standards for tiny and manufactured homes and parking reductions for qualifying affordable housing and projects within a half‑mile of major transit, and would add an "Affordable Housing, Water and Wastewater Services" section to prioritize water/wastewater service to qualifying affordable projects consistent with Senate Bill 1087.
Council members asked whether the updates were state‑mandated and whether failure to adopt them would create compliance risks; staff confirmed the amendments implement the city’s housing element and are necessary to remain in compliance with state requirements. Council adopted CEQA resolutions and introduced the ordinances by title; motions passed on roll call with all present voting yes.
Staff said the changes will be posted with the draft ordinances and that further hearings and adoption steps will follow the city’s noticing procedures.
