The staff report said the city’s phased schedule would add two tables every four years until reaching the 19‑table cap and that the accompanying resolution included a CEQA finding; the council voted unanimously to waive reading, adopt the CEQA resolution and introduce the ordinance.
The action changes the municipal limit; it does not immediately authorize additional tables at any specific business — implementation will follow the phasing described in the ordinance and applicable state rules. The item concluded with no public speakers during the item’s hearing.
