Riverbank staff present strategic-plan progress; City Hall East lease, wastewater study and $1.5M housing NOFA highlighted

"So one of the items that we are currently working on is looking for additional space to build a new city hall," the city's strategic-plan presenter said, and staff noted the Santa Fe lease will host development services in the interim.
Staff said a classification and compensation study is near completion and is moving through meet-and-confer with labor groups. A communications contract for a formal communications plan, including a social-media and translation-policy component, was awarded on Jan. 27 to JPW Communications, with kickoff meetings already underway.
On public-safety coordination, staff said it is actively participating in weekly north-county corridor project meetings to keep stakeholders informed. For vacant-building enforcement, staff reported a fee proposal is being developed in support of an existing ordinance so enforcement can proceed without ordinance changes.
The presentation included housing and infrastructure items: the city issued a Notice of Funding Availability (NOFA) for affordable housing projects and said it is exploring partnerships with Central Valley Attainable Housing to pursue construction opportunities. Staff also reported that the council awarded a contract to Blackwater Consulting for a feasibility study on wastewater-treatment and water-reuse options; staff said the first-phase presentation from the consultant is expected within about a month.
The report closed with a push to re-establish a budget advisory committee with citizen involvement; applications were said to be available on the city's website and at city hall.
