Board votes to nonrenew elementary Title teacher after public pleas to reconsider

The Manhattan Public Schools Board of Trustees voted Feb. 10 to nonrenew the contract for an elementary Title teacher as presented by administration, despite public comment and written support entered into the meeting record.

Before the vote, the chair read a letter from Caroline Day into the minutes urging the board to "reevaluate this nonrenewal proposal" and praising the teacher's professionalism and effectiveness. A public commenter then spoke at length, describing long-term service, heavy caseloads and program pressures: "I've been here three years... I service 38 students and I also progress monitor an additional seven or eight," the commenter said, urging the board to consider staffing levels and the program’s future.

Board members and staff explained that the nonrenewal procedure limits what may be discussed in public and noted that personnel deliberations follow statutory protections; the board’s stated recommendation to nonrenew was presented by administration and then called for a vote. The chair called the voice vote and announced the motion carried.

The speaker who offered public comment compared Manhattan’s Title caseloads with neighboring districts (citing examples of 22 and 65 Title students elsewhere) and predicted the district’s Title program will need to grow if higher-need students continue to enroll. That commenter also asked the board to consider scheduling, aides and the workload implied by a four-day schedule for some Title duties.
