District reviews draft special education plan and CTE Perkins funding at board meeting

Ms. Clonzares presented the first draft of the local special education annual plan, describing its purpose as a required submission to the Virginia Department of Education. She said the draft reflects prior year spending categories (staffing, subscriptions, CPI training, VAI EP add-on modules, instructional materials) and noted that Section 611 funds support students ages 2 through 21 while Section 619 supports ages 2 through 5. "This is a required annual submission to the VDOE. Tonight I'm sharing with you the first draft," she said. The presenter said the plan will be shared with the local Special Education Advisory Committee for input before final board consideration in April.
Separately, Ms. Kesley reviewed the district's Perkins Plan for career and technical education and outlined a projected Perkins allocation of $18,721 for the upcoming school year. The presentation reported strong outcomes for CTE completers in 2024'025, including a reported 100% four-year graduation rate and 100% post-program placement among completers, and listed proposed spending: approximately $16,000 for curriculum, roughly $4,400 for equipment and about $1,300 for professional development, with $1,600 for student credentials.
Board members asked how the district tracks CTE completers and whether placements at local partners (for example, welding at RCC) are followed. The presenter said the district conducts a summer completers survey to determine post-program placements and that some specific placements (two welding completers at RCC this year) were known. "We do reach out and find out," she said, describing the post-completion survey process.
The board did not vote on either plan tonight. Staff said the special education plan will return in April after SEAC review and the Perkins Plan will be on a future agenda for approval.
